Lucknow: The Akhilesh Yadav-led Samajwadi Party government in Uttar Pradesh completes its first year in office on Friday. When he was campaigning across the state, Mr Yadav expended much of his time and energy on young people, promising them free computers and tablets if they voted for him. Today, 10, 000 students from colleges in Lucknow received their laptops from the 39-year-old Chief Minister.
Azher Rizvi, a first year MBBS student from the King George's Medical University, is one of the students who got a free laptop today. He already owns a laptop, and does not mind his new one having Samajwadi Party chief Mulayam Singh Yadav's wallpaper on its desktop.
When the free laptop scheme was first announced last year, we didn't take it very seriously as we thought it was quite impossible to distribute free laptops to every student in the whole state who passes class 12, with the number of students running in tens of lakhs. But the government has really accomplished the impossible today.

When the form distribution began in our university around February 20, I was astonished. I couldn't believe that this was really happening. Our expectations were not much because we had read in the newspaper that the laptop will be worth only around Rs 25, 000. Also, the newspaper report said that the laptop would have a pre-installed wallpaper of the chief minister and his father, with the logo waade hote pure. We didn't find anything wrong with this as the political party has the right to at least brag about this massive project.
Then arrived the day when we would be actually receiving the laptops, March 11. At the function, the chief minister mentioned in his speech that people were sceptical about this scheme and now that the day of the laptop distribution finally arrived, he was shutting up all criticising mouths.
As soon as we reached our hostel we checked our laptops. We were not disappointed. The laptop had all the necessary features. It was not much different than the usual laptops. It had a 14 inch screen, a dual core processor and a pre-installed genuine Windows 7 operating system. Additionally, there were several education based software. We couldn't complain. It was beyond our expectations. On top of that we could remove the party's wallpaper and set up our own. Even for those users who have never operated a laptop before, the manual provided would come in quite handy.

Overall the experience was quite good. I am satisfied with the laptop and so far I haven't faced any problems operating it. These laptops will be very useful to us. It will be a relief from the present book-based curriculum which is being followed because now we can search any videos or software on the internet related to the topics we study. This will make our course both interesting and easy to understand. Apart from that, the laptop will be of much entertainment value as well.

How Has Akhilesh Yadav Performed As Chief Minister (cm) Of Uttar Pradesh (up)?
The previous government of Akhilesh Yadav’s ambitious project ‘Free Laptop Distribution Scheme’ has come under the scanner of the Yogi Adityanath government in Uttar Pradesh.
According to an RTI reply, it has emerged that there were major gap in procurement of laptops and their distributions among the students.
It is said that the Akhilesh Yadav government had purchased around 15 lakh laptops but distributed merely 6 lakhs. The fate of rest of over 8 lakh laptops is not known, as of now.

“I have directed the officials to look into the matter. I assure you that appropriate action will be taken once the report is tabled, ” MoS for Basic and Secondary Education Sandeep Singh told India TV.
It has also come into light that post poll verdict last month, the caretaker government had on March 16, just three days before the new BJP government was sworn in, had ordered the purchase of 71, 875 new laptops for Rs 13, 490 each and made a payment of Rs 97 crore to the company that was given contract.
The RTI reply further stated that between 2012 and 2014, the government had purchased a total of 14, 81, 118 laptops (2012-13 -- 9, 989 laptops and in 2013-14 -- 14, 71, 129 laptops). In 2014-15, no laptops were purchased. However, only 6, 11, 794 laptops were distributed among students.

In Agra, a total of 38, 615 laptops were delivered, but only 16, 638 laptops were distributed. Likewise in Allahabad, the government had decided to purchase 69, 395 laptops, but 20, 341 laptops were distributed.
For Ambedkar Nagar, 40, 177 laptops were purchased but 7, 218 were delivered to the students. In Amethi, 13, 165 laptops were delivered but 3, 820 laptops were distributed.
Shantanu Gupta, RTI activist, said that when he raised the matter with government officials, he was told that the data provided to him was not updated.

“How can this happen? If data of 100-150 laptops were not updated, we can understand… but here the government has no information about more than 8 lakh laptops, ” he said.
Former Uttar Pradesh CM Akhilesh Yadav had in 2012 launched ‘Free Laptop Distribution Scheme’. He said when the project was being prepared, people said it would not take off. “Nobody expected from SP that it will talk about English and laptop, but the party realized the change and took an initiative, he said.
“It is true that a number of people were waiting for the scheme. Opposition parties were waiting for it, but students and youths were waiting for it more eagerly, he said.
Samajwadi Party in its manifesto had promised to distribute free laptops to all intermediate students. “Laptop and internet has change everything, whether it is government functioning or field of education. We want that tomorrow the world should not say that we have not done internet-based progressive education, he said.

He said more than the beneficiaries, SP government was happy with the implementation of the scheme. The manifesto is the most important document of any party, he said.
“One party never prepared the manifesto (for assembly elections). There is one which backtrack from its promises. There is no difference in the words and act of SP, he said.
Yadav said his party had never levelled allegation against anyone in case of mishaps or tragedies and alleged there were people who try to take political advantage of an incident.

“If there was a riot, we made efforts to take action against the people responsible. If there was a stampede, we never level allegation on anyone, but think that how people were taken to a safe place, he said.
He alleged that unemployment had increased due to wrong policies of the previous government and said his government was trying to create new opportunities to increase investment.
